The subject lands are zoned Object H- Neighbourhood Centre. This objective states "to develop new neighbourhood centre at designated locations to cater for the projected future residential growth in new residential areas". The plan further states.

Castlebar and Environs does not yet contain sufficient critical mass to sustain large-scale suburban district centres without affecting the vitality and viability of the town centre. To provide planned structure of suburban centres two suburban development nodes have been identified as follows: - The first is at Saleen15 and can cater for a large neighbourhood centre as detailed in Chapter 11, while a smaller centre can be accommodated to the south of the Westport road at Knockthomas16. These sites are identified on the accompanying zoning map. The development of these sites will be subject to the planning process. The development of these neighbourhood centres should be subject to the provisions of the Retail Planning Guidelines 2005, will be conditional to the development of the new residential lands in the same areas and will be of a scale that will not threaten the vitality and viability of the existing town centre.

15 Saleen - Plan for a large-scale integrated neighbourhood, with a wider range and scale of retail formats, services and community infrastructure, higher residential density and a variety of house type and formats within 400m walking distance from the centre of the locality. The centre may accommodate a supermarket within the limits set down in the Retail Planning Guidelines 2005.

Specific uses which have been identified as being appropriate or desired in such a centre include;

Local shops - from corner shop/newsagents to a small-scale Supermarket; Grocery/Butchers;  Post Office/Bank; Public House/Restaurant; Pharmacy;  Health Centre/GP Facilities/Dentist;  Professional Services - Solicitors/Estate Agents;  Childcare Facilities;  Educational Facilities - Primary/Secondary Schools;  Community Hall/ Training Centre;  Office space for professional services etc.;  Recreational/Open space areas.

Given the lands size, proximity to the town centre, zoning and access to mains services, this parcel of lands offers excellent short to long development potential for a substantial residential/commercial development subject to the unusual consents.
